Library cards are required for checking out materials and for using many library services and materials.
Those who are eligible for a free WCPL library card:

Persons who do not meet the qualifications listed above are eligible for a Wayne County Public Library card upon payment of a $15.00 non-refundable, non-resident fee. This fee is a yearly fee and entitles the holder to all benefits provided by the Library system. This card must be renewed yearly.
Registering borrowers must provide a government-issued, picture identification and proof of current address. Proof of current address includes a driver’s license, personalized checkbooks, or bills mailed to current residences.
You may register for a library card at any Wayne County Public Library location, and one card works at all branches.
Cardholders may check out up to 30 items from the library at one time. Items (except for DVDs) will be automatically renewed if there is no one else waiting for them. Patrons are notified by email and when items have been auto-renewed. Checked out items may also be renewed
in-person, on the phone, or online.

Late fees of 25¢ are charged for each item for each day it is overdue.
Overdue fees for DVDs are $1.00 per day per DVD.
1-Hour Computer Limit
Customers with a valid library card may use computers in the library for 1 hour each day. All of our computers are managed by a computer software system called CASSIE. This ensures everyone has fair and equal access to library computers.
When you log in to a computer with your library card barcode and PIN, the computer keeps track of time for you. You may use up to 1 hour per day (all at once, or in more than 1 session). An on-screen timer will help you keep track of your available time.
Anytime you are asked for your barcode you need to enter all 14 digits without any spaces. Most customers have been automatically assigned a 4-digit PIN that is the last 4 digits of their telephone number. Customers may update their account information and PIN at the Reference Desk. Public computers have Internet Explorer and Firefox for browsing the internet and Microsoft Office 2010 Word, Excel and PowerPoint.
All residents within our reciprocal borrowing area are encouraged to apply for a WCPL library card. Visitors to our library who are not eligible for a library card may obtain a guest pass at any service desk to access the computers for 1 hour. Guest passes are issued on an individual, daily basis.
Public computers are available on a first-come, first-served basis. Certain computers are able to be reserved a few hours in advance through the CASSIE system. Catalog-only computers for searching for library materials are available throughout the library. Library cards are not transferable; each customer must use their own library card to access the computer.

Computer Printing & Photocopies
Black and white photocopies are 10¢ per page. The library has a coin-operated copy machine that takes nickels, dimes, and quarters.
Black and white computer prints are 10¢ per page. Color computer prints are 50¢ per page. The printers do not directly accept change or dollar bills. Printing charges are added to the library card signed in to the computer; customers are responsible to pay for printing.
The library also has a scanner available to copy papers to save on a flash drive or to copy signed documents to email.
Accessories
USB flash drives can be used with public computers. CD/DVD drives are available, but burning CDs or watching DVD movies is not supported. USB drives are available for purchase at the Reference Desk for $10.00 for a 2 gigabyte device.
Speakers are not provided on public computers. Customers may bring their own headphones. Headphones are available for purchase at the
check-out desk for $2.00.
Wireless Internet Access
The library provides wireless internet access to everyone. When you are at the library locate “WCPL” in your Wi-Fi network listing on your laptop computer, tablet or phone and choose to connect. This will connect you to the library's Wi-Fi network. If you have questions, staff will be able to help on a limited basis.
At the present time the library does not provide access to printers for laptop users. Laptop customers can save laptop documents on a disk, open the document on a public computer, and then send their job to the printer.
RESOURCES
Wayne County Public Library announces a partnership with Driving-Tests.org, a company dedicated to driver safety and education, to offer free Department of Motor Vehicles (DMV) practice tests to library patrons. The new service includes free tests specifically based on the state’s DMV materials. It is the only site of its kind to include accessibility tools that let users hear selections read aloud, make them into MP3s, translate pages into other languages, magnify text, and mask portions of the screen for greater visibility on the practice tests.
This partnership allows WCPL to harness the power of Driving-Tests.org’s specialized practice exams to turn new drivers into safer drivers. The new program will work as an outreach to several valued groups of patrons, including teens, those with disabilities, and seniors who need to take a renewal exam, as well as patrons at every other stage of life. With the motto of "everyone can be a safe driver," Driving-Tests.org provides WCPL patrons with unlimited access to official state driver's manuals, online practice tests for car, motorcycle, and commercial driver's license (CDL), an exam simulator, and a DMV-related FAQ. In addition to being the largest and most visited independent online driver education provider in the U.S., Driving-Tests.org helps patrons pass their driving knowledge test faster and more effectively - learner drivers who take the practice tests and read the official manual are 73% more likely to pass than those who study the manual alone. Driving-Tests was founded in 2010 by CEO Andrei Zakhareuski as an educational platform that empowers people to increase their knowledge of how to be safe behind the wheel. It is a part of Elegant E-Learning, Inc., a ten-year-old company with a proven track record of revolutionizing online resources for learner drivers. Driving-Tests is also part of a plan to improve global driver safety by providing free practice tests written by experts to anyone who wants to study, along with online copies of official study guides. What is it?
Borrow-a-Librarian is a service that allows you to schedule a one-on-one learning session with a skilled reference librarian to help you acquire technology skills and use library resources.Why does this program exist?

How long is the session?
Sessions are generally 30 minutes each, but we are flexible depending on your needs.What else do I have to know?
- We cannot help with medical, legal, business, or tax preparation issues, documents with personal information (e.g. SSN), proofreading documents, or providing answers to homework assignments.
- We will provide technical support for non-library resources, but we cannot guarantee our ability to assist you properly.
- There is a limit of two 30-minute sessions per person per month, and they cannot be 1) combined into an hour session nor 2) on the same day. If a topic exceeds the allotted time, the session may be extended or rescheduled at library staff’s discretion.
- This form applies only to our Goldsboro location. If you need one-on-one help at our Mount Olive location, please inquire at the reference desk.
- Please provide at least two business days’ notice to schedule a session, or we may not be able to accommodate your request. We will contact you to confirm your session.
Student Responsibilities
It is up to the student to schedule their exam:- Your appointment must be scheduled at least 48 hours in advance of taking the exam.
- Exams cannot be guaranteed on a walk-in basis.
- If you need to cancel your exam 48 hours prior to your appointment, please do so via the link available through your confirmation email.
- If you need to cancel within the 48 hour period prior to your appointment, please make sure to contact the library that has your appointment.
- Once your exam has been scheduled, it is your responsibility to make arrangements with your testing institution to send exam materials/passwords to the proctoring site. Please call 24 hours prior to your exam to make sure the exam has arrived at the library.
- Please call or email your proctoring library regarding any changes that develop.
- Please arrive promptly at the scheduled time.
- Bring your photo ID and any allowable testing materials (e.g., calculator, pen, pencil, scratch paper, notes).
- Prior to checking in, please power down your cell phone and place it out of reach (ex. - in your bag).
- Leave other items in your car or at home, as library staff cannot hold items while your exam is proctored.
- If you need to need a break while the exam is in progress, please check in with a staff member.
Library and Staff Responsibilities
What We Do- Verify student IDs.
- Review exam instructions.
- Monitor students during testing.
- Monitor the exam time.
- Wayne County Public Library staff will not sign any statement required by the testing institution inconsistent with our procedures or with how the test is administered. If we are unable to proctor your exam for that reason, we will notify you and your school ahead of time. We will also provide a list of other proctoring services in the area.
- Wayne County Public Library reserves the right to refuse to proctor an exam. If proctoring services are terminated, the student will be notified by their institution.
- Wayne County Public Libraries cannot be held responsible for technical difficulties arising from the testing institution or library technology.
- If a weather event occurs and the library must close, library staff will make every effort to contact the student. However, please check the library website or call your library’s contact number for more information.
Fees
- Wayne County Public Library does not charge for proctoring. However, the student is liable for any fees associated with exam printing.
Services to Nursing Homes and Assisted Living Facilities
Once a month, a library staff member or volunteer will bring an assortment of books to your facility based on what residents are interested in reading. Contact Rose Waters at 919-735-1824 for more information.Reserving a Room
What you need to know about reserving a room:- The capacity of the room is 120 persons.
- All programs and meetings must be open to the public and no admission charge may be levied.
- Non-profit groups may charge a materials fee to participants but this fee may not exceed the actual cost of the materials.
- Use of the room for the promotion and sale of merchandise is prohibited with the exception of the sale of books by an author during a designated book signing event.
- Library facilities shall be left in a clean and orderly condition. Groups or organizations using library facilities accept liability for any damages to the facility.
- The Library does not provide staff for the set-up or arrangement of the room. The Library does not provide staff for the supervision of the use of the room. Any group or organization using the room shall be responsible for the handling and security of their equipment and do so at their own risk.
- Rooms may be reserved ahead of time, but are also available for walk-in reservations.
- Identification must be shown to reserve a study room.
- There is a 2-hour time limit and please see someone at the desk when checking out.
- No food or drink is allowed in the study rooms.
